May 2004 Ken Smith Achievement Award



In 1999 (SWANA) Solid Waste Association of North America Lone Star Chapter Board of Directors established an award to honor Ken Smith, an individual who has contributed immensely to the Association, the Chapter, solid waste industry, and environmental protection. Ken served in the United States Army for twenty (20) years and retired with the rank of Major. He retired in 1994 from the City of Garland as Director of Sanitation Services after twenty-six (26) years of hard work and dedicated service. In this capacity, he converted the solid waste collection system from a manual operation to an automated collection operation, which resulted in significant cost savings along with improved employee productivity and efficiency. Implemented a curbside recycling commodity program, converted the solid waste service delivery frequency from a twice a week collection program to a once per week collection program resulting in additional departmental cost savings. Responsible for the start up of the City's Solid Waste Transfer Station and manned Drop Off Recycling Commodity Center and number of other operational achievements. He was a member of the SWANA Lone Star Chapter Board of Directors from 1982-1995. During this tenure, served as SWANA Lone Star Chapter President and SWANA International President. Also, he served on numerous professional Boards and Committees.

The Ken Smith Achievement Award is awarded annually to one or more individuals who are Regular or Sustaining member(s) or organization(s). The nominee(s) must demonstrate that they gave valuable services and distinguished contributions to the Chapter and Association.

The 2004 Ken Smith Achievement Award designee is Nancy Nevil, Solid Waste Manager of the City of Plano, Texas. She has been employed in this city since 1987. She is responsible for planning, directing administrative and operation functions of the residential solid waste collection system for 64,000 households. Nancy has implemented a number of innovative solid waste management programs such as the creation of Self-Directed Work Teams for management of daily operations, initiated the first municipal yard waste composting operation in Texas, one of first cities in Texas to implement curbside recycling; the first city in Texas to automate recycling collection. She is Past President of SWANA International and Past President of the SWANA Lone Star Chapter, Member of Resource Conservation Council of North Central Texas Council of Government since 1988 and is a member of a number of other professional organizations.
